What are the 1961-1966 Census journey to work tables?
Journey to work data were initially generated from the 1961 Census for use in the 1964 Transportation Study undertaken by the Melbourne Metropolitan Board of Works. This data was required to determine the existing and potential patterns of movement of people from their place of residence to work, their industry and their occupation, for projections of future need for new transport routes and the upgrading of existing routes. Journey to work tables were subsequently created from the 1966 Census for Melbourne and Sydney, and for a wider range of journey-to-work study areas in all later censuses. Unfortunately, not all of the tables generated from the 1961 and 1996 censuses have survived.
The 1961 journey to work tables were based on a 20 per cent sample of the total workforce of the Melbourne study area, this area being defined by an idea of the Local Government Areas (LGAs) that could be defined as a metropolitan built-up area (it was not until 1966 that an actual Melbourne Statistical Division boundary was drawn). The two tables show the occupation and industry classification respectively of movements from each origin LGA to each destination LGA.
The 1966 Census tables for Melbourne use the full census and are based on origin and destination zones which combine to form LGAs. Tables give sex by white collar/blue collar occupation by industry and sex by occupation classifications of movements from each origin zone to each destination zone and aggregations of these movements to LGA and Sector totals.
The comparable 1966 Census tables for Sydney are incomplete due to tape damage, but partial files giving complete coverage of movements from certain areas have been retained.
Between 1961 and 1966, changes in the census questions used to identify the workforce resulted in an increase in the Australian workforce of approximately 2.3 per cent, the major factor being the increase in the count of females working part-time (sometimes for only a few hours a week).
Dimensions of data sets
The 1961 Census journey to work tables for Melbourne comprise 2 files, each of 2,592 records, where each record represents the movements of a 20% sample of the workforce from one of 48 origin LGAs to one of 54 destination LGAs. Data from these tables should be multiplied by 5 to obtain estimates for the total workforce.

The 1966 Census journey to work tables for Melbourne comprise 2 files, each of 24,709 logical records, where each record represents the movements of the workforce from an origin zone, LGA or Sector to one of 159 destination zones. For each of the 152 origin zones, 53 LGAs and 5 Sectors, a record showing the total number of movements to all destination zones is also included. These latter totals are also included in a separate file (of 210 logical records).

The 1966 Census journey to work tables for Sydney comprise 2 files, each of 29,392 logical records, where each record represents the movements of the workforce from one origin zone, LGA or Total to one of 171 destination zones. For each of the 166 origin zones, 40 LGAs and 3 Totals, a record showing the total number of movements to all destination zones is also included. These latter totals are also included in a separate file (of 209 logical records).
However, due to tape damage, some records have been lost from each file. The number of missing records, and their location in the file, is indicated below.

Destination zone code 210 (Flinders Street Railway Station) has proved to be a problem, with 29,994 workers allocated when local knowledge indicates that between 1500 and 1800 people work in this area. It is thought that this zone could have included -
- people of unknown destination within the Melbourne LGA;
- employees of the Victorian Railways V.R. located on the West side;
- employees of the Victorian Railways employed in Flinders St station;
- train crews passing through the Flinders St railway station.
More generally, where a multi-locational firm, with several branches dotted throughout the metropolitan area, had a clearly defined headquarters, the employees of the firm were coded to that headquarters location. The destination patterns of some workers could be, therefore, quite different from that indicated.
